Black Reparations Entitlement and AB 3121 Task Force

The National Coalition of Blacks for Reparations in America (N’COBRA) applauds Assemblymember Shirley Weber (D-San Diego), chair of the California Legislative Black Caucus for introducing and enacting Black Reparations Bill AB 3121 that advances the potential for the first statewide reparations settlement for African Americans.  We thank Assemblywoman Weber for helping us move closer to our goal of receiving full reparations from the United States for the brutal era of enslavement and its vestiges.

However, California’s AB 3121 Reparation Task Force’s Lineage Based model falls short of approaching Black Reparations in N’COBRA’s holistic manner. The Task Force voted to limit reparations to those that can prove they descended from slavery or someone living in the U.S. before the 19th century.  N’COBRA position is:  Black Reparations should be received by Black People who qualify for reparations due to past and present injuries.  N’COBRA has maintained this position since 1987.  Considering the depth and breadth of the injuries, as defined in N’COBRA’s 5 Injury Areas, the remedy requires much more than a check.

N’COBRA, a coalition of reparations organizations and individuals, has supported all efforts to win full reparations for African descendants, from institutions, corporations, slave owners’ descendants, banks, and others as a strategy to educate our people about the scope of the injuries and the multi-generational, multi-faceted remedy required from the United States government to atone and make full repair.

Assemblywoman Weber follow the strategy of Congressman John Conyers who, with N’COBRA’s help and support, introduced the reparations study bill HR 40 to the U.S. Congress in 1989.  These bills are only strategies that lead to winning full reparations from the United States federal government.
